Cuban Black Beans and Rice

This is a wonderful side item for any dinner.
Ingredients:

1 Large Onion
1 bellpepper
3 garlic cloves (minced)
3 tbs. Red Wine Vinegar
Olive oil
2-3 cans Black Beans
2 bay leaves (optional)
1 tsp. Cumin
